Can anyone tell me if I set my country as the only Major before playing in the IGC if it effects game play at all. Other than you can conquer everybody.

Except that you don't get to see anyone else's curves in the various
status graphs, because those only display major nations. So you
get a bit less information which might have been useful, but this
doesn't matter much.
And of course everyone else can conquer anyone else, too.

As I recall, Paradox indicated that certain random events were only for major powers. But I never saw a list of which random events you or your opponents miss out on if you make every nation a minor.
You CAN??? I keep trying, editing the files the obvious way, but not once has one of my beautiful creations come to life, they're unloadable
