Making Loans

I'm playing Russia in the GC and have an excellent relationship with Wurtemburg +197-200. However, whenever I make a loans offer, they don't want to accept it. Any ideas?

BTW I also have a reasonable relationship woth their ally Bavaria.

AI almost never accepts loan offers. I think it was implemented for multiplayer mostly.

I'd tend to agree. I've never gotten the AI to accept any of my loan-offers.

I've also never seen the AI accept loans. If you want to help Wurtemburg, just give them money as a gift. This also improves relations, although you don't need it in this case.
