Making Wasteland or Impassable Areas

I'm getting a bit sick of Norway always conquering Finland from Finnmark, since it's simply ridiculously implausible so I'm wondering if someone knows how to either make borders impassable like in high mountains or how to make a few areas into wastelands. Both would be kind of nice actually since I would like to remove Lappland from the game.

To make borders you should just open map/provinces.bmp and draw black lines in any place you want them to be.

however, be sure using exactly the same black as impassable mountains.
