So I'm having problems with not enough non-specialized colonists to fill non-specialized jobs. They're all in the university. If I open buildings to allow anyone in I end up having, say, botanists working in the bar when I need them at a farm. Or scientists at a lab, medics at a clinic, etc. But if I set my buildings individually, or all of them, to not allow non-specialists/specialists a lot of the available jobs for bars, electronics store, etc. are not being filled.

So how do I go about managing this better? How long does a non-specialized colonist take to graduate from university? Is there a way to set the colonists in one shift at the university to use the 2nd shift of their day working somewhere else? Does turning a university off and on help with getting non-specialized colonists to non-specialized jobs as well as study at university? What else am I missing?
