"The bristish are supposed to have 275 british divisions without any british soldiers?"

"The dutch are supposed to have 19 dutch divisions, while they are able to support only 3?

That is a troublesome spot to me, cause:

1) Kills the point of having regular, reserve, colonial & native qualities;
2) Kills the point of deployment, cause all those troops that were supposed to be indian, and should have been deployed in India and ferried to anywhere else, are easily deployed in homeland;
3) It promotes 'ethinic cleasing', cause in a x colony, were I have a british population, I can raise, caribenos as british soldiers, send then to war and voilá I have a 51% british island, ready to statehood;
4) Gives a hell of an edge to colonizer countries, cause if the soldiers don't have production setbacks, I can convert all british population to production and use all India as a cannon-fodder.
5) Kills the flavor, of sending a Kukri division to fight in europe, or anyother example.

Please take it in consideration.

Ahem, I think that 19/3 means you have 19 and can raise 3 more, the first number is the number of divisions you have and the second how many MORE you can raise without converting POPs to soldiers. As explained in the text above. Or I'm wrong?

In the specific case, there is no single british soldier POP ingame, I can post the savegame too. So no british soldiers should have no british divisions?

You are wrong, sadly :eek: . 3 means that you can only raise three division with British culture, and 19 mean how many you have now. You can proof yourself by trying building three more. It shouldn't work.
 
This amazing exploit seems to be a favorite of the AI, who can raise mighty, mighty armies of British soldiers using manpower accumulated from India. I have no idea how the AI does this, because I certainly can't. When I play a campaign as the Brits, I have trouble raising ONE new division of British troops, but no problem equipping legions of Bengali lancers and Tamil riflemen...
so, I assume this manpower exploit is an AI only thing, as I've seen it happen numerous times with Britain.
Best advice for the moment: edit the AI's of countries with colonial empires, so that they can only the historical number of divisions.
 
One thing that you as the player can do is to have enough manpower (let's say 6000) of any culture (say Aleutian) to raise lots of divisions, and enough free soldier POPs to raise at least 1 division of any culture (say Magyar), and a lot of resources. If you meet these conditions, you can raise dozens or up to 99 Magyar divisions at one go, even though you only have 1 Magyar soldier POP. Of course, once you do this, you won't be able to raise any more Magyar divisions, but you'll have a lot of them, and the manpower screen would say something like this:
Magyar - 99/1
Aleutian - 0/600
