I woke up this morning to discover that Steam had automatically updated my game to the 1.04 patch. However, I was playing with the CK2Plus mod (v.21) in my current game does not work with the 1.04 patch. The latest version (v.22) does, but it isn't save-game compatible. Is there any way I can roll back to the 1.03 patch or have I just irrevocably lost all my saves?

Steam has no rollback functionality. Some games allow kludging in a rollback if you have an archived copy of the files (not a Steam backup), but even that does not always circumvent the updater.
