Just some critique, your game will not work without private orders, it will remain doomed to be an infinite chasing game between players if this remains a public orders game.
It will work, the winner is decided on your number of provinces and the size of your army. You don't have to attack others, it should be avoided. I have played this game on paper, it works without private orders. I have thought about improvements for a new game though.

The Battle of Province 19 results in a victory for RB33 with 4000 remaining forces, CaesarCzech lost all of his forces.

Ironhide G1 moves to province 13.
RB33 moves to province 19. (I'm taking over until someone else wants to sub.)

it needs secret orders. There is sadly no way around this
I hope you try the next game, because i'm thinking of implementing 2 orders per turn. So it will be more fast-paced, I don't know if that can replace secret orders. But it might be something to try out.
