Map Modding / Correction - coordinates for the red dot which mark core provinces

I have a question regarding the map - where can I find the coordinates for the red dots which mark nationalprovinces?
ON the E3FN map in some provinces they are off (e.g. in the water in coastal provinces).
I want to correct this, but I can't find the file for it. In the province.csv are only the coordinates for City, Beach, Port, Fort, AA, Counter, Terrain...

Does anybody know?

IIRC they're place at the same relative position to another fixed point, which is one of the coordinates that you mention. So for example they might all be place slightly to the north-west of the City coordinates, something like that.
If I'm not wrong it's hardcoded and cannot be changed.
