I'm not sure if this is the right way or right category to post such an issue.

Just like the title said. I'm not sure what was the trigger, but I did 40 dev missions for Constantinople, upgraded walls once, and after some time got the "Constantinople Outgrows Its Walls" event but with a twist

No. It's an Ironman game.

You know you can run mods and play Ironman. Thats most likely a mod issue with the new patch.
