I purchased City Skylines and all the mods or add-ons come for it on xbox one. I uninstalled the game then reinstalled the game. Now my add-ons are no longer connected to the game. When I hit on one their asking me to purchase them over again. I dont understand why I have to purchase if I've already purchased before. Also my Xbox gold pass is still active.

did you purchase it for PC? that's a different edition to xbox

There was an Xbox Network outage earlier and I believe it affected the Xbox store and other major parts of the Xbox Network. There's a chance that this could have been the cause of your issue.
