I have a problem with some titular empires in CK2+. I'm working with version 4.02.1, sumcheck MEQU, it should be the right one for my CK2 version (2.5.1).
I was trying to form the Sicilian empire, so I checked in the "find title or region" search and I didn't found it. So I went to landed_titles to check if there were a Sicilian empire and I found a e_sicily. It is localized as sicilian empire, so I should have seen it.
If I try to cheat and console->give_title e_sicily the console says that I have gained sicilian empire, but I have not this title, my rank doesn't change and I cannot act like an emperor.
I looked for other empires and I found the same problem with things like "welsh empire" and "cornish empire".
I tried to add an empire in landed_titles copy-pasting the sicilian one (just changed name in e_sicilia), and I was able to find and form it.
What could be the problem? There is a "don't show X empire" file that I have to edit?

Did you leave the Charlemagne custom empires option on? I believe those titular empires won't show/be formable if you leave it on, though I could be mistaken.

Yes it was, but I can form other titular empires...
I will try to disable it to check it.

edit: yes, disabling "charlemagne" I can form again the Sicilian Empire. Thank you!
How can I choose wich titular empires can be formed even with charlemagne dlc?

When using the Charlemagne DLC, titular empire/kingdom titles that have the same flag as a corresponding de jure kingdom/duchy are disabled - this is to avoid duplication with custom empires/kingdoms created using the Charlemagne mechanics with the de jure kingdom/duchy as a base.

(in other words, just use the Charlemagne custom empire decision while the Kingdom of Sicily is your primary title and you'll have exactly the same outcome.)

Maybe I don't remember it correctly, but Sicilian Kingdom and Empire have a slightly different flag... Or maybe is just the different crown.

Just to know, how can the system know wich flags are identical? I tried to give to Kingdom of Sicily the Trinacrian flag, and still I cannot form the Sicilian empire, so it should be coded somewhere else...

It's not an automatic system. We actually had to go through and do it by hand in the creation requirements.
