After playing China a bit, I decided to try a Russian strategy of ignoring the Ottomans and going after China to get those high population provinces right off the bat - especially Mongolia.

After I conquered them though, the population seems much to low. And I've just noticed the mouse over seems to indicate a problem here. For example, the province of Urga has 744K people if you allow the mouse to hover over the province.

If however I go look at the POPs in the province, there are only 7 with the following populations each;

90k
6k
25k
5k
1k
8k
26k

This adds up to only 161K. This would seem to be far to much to a count for as a rounding error. From my time playing as China, I certainly expected something along the lines of the mouse over # too. Playing as China at this point I had 65 POPs in Urga equalling about 4 million people.

This problem of missing people seems to be true in *all* the provinces I've taken from China, I mention Urga in detail as it is indictive of the general problem.
