Having trouble with getting mod browser on title screen. Ihave Xbox series S and linked paradox account.

Are you perhaps playing the remastered version? The mid browser is not available in the remastered, and as far as I'm aware, no official explanation has been made.
Most of the assets in the mod browser we're made by Quad. It's possible they weren't able to reach an agreement to use their assets in the remaster, or perhaps they are still waiting for Quad or the other creators to upscale the quality of the assets
