Could you rephrase that, i don't really understand what you are asking.out of curiosity what do you guys with the provinces with player suggested characters? do you just create new characters of the same culture and religion?

As @Dwarfnator says, once the expanded start dates are activated, the Shoon Imperium will be playable. We do not have any plans to implement an alignment system.Now – and forgive me for asking questions and taking away your time – are they any plans to eventually add character alignment system to the mod?
While I particularly quite dislike D&D characters, I can’t really envision FR narrative without them. I feel that said characters are present in the setting – and I don’t mean it in ‘this good character will behave well!’ way (they are bastards, at least in parts of lore), but they structure politics. Without ‘oh, they were LE…’ label I wouldn’t be able to tell e.g. why the Harpers felt such enmity to the old ruling house of Tethyr that they… ehm… took for safekeeping the regalia of Tethyran king that was murdered in Waterdeep. In the same way, character system may dictate which ruler evil organizations may try to subvert, and which they would outright try to murder.
Now, I don’t think characters are necessary to portray e.g. rivalry of Calimshan and Tethyr in game’s terms, but if shadowy organizations like Harpers, Twisted Rune, Zhentarims, Cult of the Dragon, etc., were to be implemented in-depth, characters alignments system could provide some way to structure their actions. Otherwise they could very well fall into ‘vanilla CK II Pope excommunication syndrome’ where they choose their targets half-blindly.

We now distinguish between monster dragons and character dragons.

At the moment, that's mostly reflected in some of the playable monsters having huge Personal Combat Skill bonuses. There should eventually be both cultural modifiers for, say, gnolls, and in the longer term some battlefield and dueling events to reflect the fact that a demon, dragon, or avatar may take the field. (Or even Tchazzar, who is a legendary warrior, a dragon, and an avatar.)Some very strong and intelligent creatures have an impact both on the diplomatic and on the army level. How are you handling this? Are dragons and similar beings characters and also unit types? I'm thinking of cases where for example a balor takes over a human county and then only threatens his neighbors with the small human army of his new holding. Even with additional devil event troops, shouldn't the mighty balor somehow be able to use "himself" as a unit?

It's certainly worth considering - and now I think of it, there's a particular combination of monster ruler and PC-race province culture where I'd especially want to implement that.Would giving them a unique retinue work?
