A lot of people are frustrated, when enemy gets 100% warscore due to blowing up some mining stations, and forces them into accepting insane peace.
Well, this mod fixes it, by bringing back old rule, that states one cannot demand planet in peace deal unless its occupied. AI can still enforce peace if it got 100% warscore, but it cannot force you to give away planets it didn't got to occupy. This will prevent infuriating situations, like losing 22 planets because enemy occupied 4.
While you likewise cannot force other players to give away unoccupied planets, AI is likely to give them away willingly once you get 100% warscore. Just keep occupying their planets until they surrender, or you've captured them all. There are other great mods that affect wargoals, but this one is minimalistic - it changes only one annoying thing, while keeping "vanilla" game experience.

Before that change was implemented, there was a mod to make unoccupied planets demandable. And now that this mod is obsolete because it's implemented in the vanilla game there is a mod (this one) that reverses everything again :D
 
I think it's because neither extreme makes sense.

If the enemy has completely defeated your fleets and is bombarding every planet you own, you pretty much have to give them whatever they want, since unless someone else is going to ride to your rescue, they're going to bomb you into dust, and will then be able to claim your worlds for their own. This means that yes, you may have to cede territory even if they don't have boots/claws/scuttlers/whatever on the ground.

If, on the other hand, the enemy has only achieved a few token victories over space platforms and then been chased completely out of your territory by your avenging fleets, and are unwilling or unable to return but are sitting on a nice positive warscore they got for smashing up a bunch of mining stations, you shouldn't have to give them drek, since they are entirely unable or unwilling to prosecute war within your territory, and you are, presumably, not willing or not able to take the war to their home territory: IE, prime time to offer a white peace.

Yes. I actually used that mod! But then I realised it was not that useful, since AI will eventually surrender if you get those 100% warscore.
"Well, enemy ships blown up, orbital bombing is in progress, time to send transports... oh. Enemy just surrendered. Okay, I guess?"

You can surrender, giving them planets they want. They just can't demand it. In fact you'd be generally advised to give in, if you are truly beaten, since this way you can rebuild your fleets faster, rather than to remain vulnerable to third party jumping in by declaring their own war against you.
AI realises that, and won't cling on when they've lost.
In fact AI that completely lost (100% warscore in your favour), will generally surrender after couple of months warscore sitting on 100, even if it gets them annexed, even if not all of their planets were occupied.
So in practice, not being able to enforce demands on unoccupied planets, is a problem only when faced by very stubborn human opponent in multiplayer.
