At this time is there any one to mod the sector AIs so we can set up the mathematical and logical rules that it uses to determine where and when to build buildings and place it's pops? This is one of the most frustrating parts of the game at this point and I have a degree in Math and would enjoy having a crack at it myself. Is this hard coded at present?

As far as i know, the things you mentioned are hardcoded atm. The only control we have over it atm is mostly in the 00_defines.lua file. And it's mostly limited to tweaking it's budget weights.
