In the GC the population of Mongolia is around 20,000,000! Inner Mongolia >the area heavily populated with Chinese< sure it might have several million but Outer Mongolia >along the Russian border< is WAY overpopulated. The population of Mongolia itself today is around 3,000,000.
Can't it be chinese immigrators? there are som empty rgo slots in that area and it's a colony. many chinese people move to mongolia in several of my games.
