I bought the large EUIV pack from Humble Bundle last year, but most of the DLC that came with it aren't working for me. They show up fine in steam:

And they show up enabled in the launcher:

But in-game most of them just show up as "Not owned" in game:

I already tried doing a "clean reinstallation" by uninstalling the game on steam, deleting all the launcher files, and installing it again, but this didn't fix the issue.
 
Are you starting the game from within the steam library or in another way? Starting in another way can sometimes cause problems with the steam connection, so that eu4 can't verify that you own the DLCs.

Did your clean reinstallation also include deleting all files which were remaining in the eu4 installation folder? Otherwise there might have been some leftovers which cause problems.

Deleting the launcher files has no effect on the game whatsoever.

Here's the clean reinstall process for this game:

- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- manually delete both the Steam/SteamApps/common/Europa Universalis IV AND Documents/Paradox Interactive/Europa Universalis IV folders
- re-install game in Steam, run a Steam Verify when done.
- add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before installing again.

Yeah, that's what I did, save for the "add EU4.exe to the exceptions list of your antivirus app" bit (I'm on Linux).
 
What game version and checksum show in the launcher? IN the main game menu?

Ah, I've figured out the issue. I have most of my Steam games installed in a secondary Steam library, located on a NAS, mounted over the network via NFS. This generally works fine, but apparently something in how the game calculates this checksum is filesystem-dependent in a way that the launcher's calculation is not. Moving the game to the main, locally-stored Steam library results in the game producing the same checksum as the launcher, and all the DLC I have show up as owned...
