I notice they get their freedom needs met during yard in their cells. seems buggish.

I think it works as intended as in free time met via the ability to go out instead of being out.
seems to be normal sec, not max. If I set my entire regime to "yard" for the whole day, every other group goes to their yard milling around angrily all day. Normal sec treats it strangely, a handful go to the yard, most of everyone else goes to their cells. I've disabled all common rooms and made sure yards are set to their proper security levels.

no, for every other security level, it forces them to go to the yard (just like showering makes them go to the showers, even if they don't bathe.) Something definitely is off.
not a bug. It's due to murgh's ZONES mod. I had part of one yard zoned as something else.
