Summary​

Native American nations cannot reform

Description​

Hey, not sure if this is intended or not, but currently native American nations really struggle to reform. Some manage to reform into a Horde, by virtue of hitting tech 6 before getting enough reform points for their tier 5 government reform. However, if a nation gets to tier 5 before mil tech 6, their only choice is Tribal Identity. From that point on, they are stuck and never reform, even if they embrace feudalism.

Like I said, this may be an intentional balance, but it does seem a bit off. As a player doing a QuizQuiz run, I am struggling to get to the west coast due to the vast majority of the land being uncolonised provinces.

Steps to reproduce​

Either play the game until Europeans colonise North America and you can see none of them reform.

Or, give a native enough reform points for tier 5, then wait for them to pick tribal identity, and then embrace feudalism. You see the AI just sits at that tier and doesn't do anything.

Are you talking about AIs or players? I think it is intended that the AIs stay natives, because the factor(chance/weight) for choosing the other government types is 0 (except via Trading with Foreigners). If I see it correctly, they can only become a horde or a monarchy, republic or theocracy if they have a neighbor which is either a monarchy, republic or theocracy, because then the chance for the Tribal Identity reform is also 0 (i think the AI chooses randomly between all available reforms if they all have a 0 factor). These factors were introduced with patch 1.32 which said the following in the patchnotes:
Added a new government reform for the fith tier of the Native governments, which let the nation remain being a native instead of reforming into a monarchy or any other of the governments. This government is the default reform AI picks, making them a lot less likely to become a proper government.

Ah okay, so it is intentional. I mean I get it, but it feels off. Thanks for taking the time to find that. I would have replied earlier, but I expected to get an email or something to let me know xD
