Is this on loading the game? Have you modded any files to change units or add them? If not and you are on Steam, a clean delete and reinstall may be in your future.
I did mod the files, this appears as the loading screen happens, I have checked the INC files of all the nations, nothing matches, the events don't show anything either.

You did this by modding your files...
When I cannot find the file causing the error...I try to reload the game...each time replacing one file with the original one...till I get no error message...
Once I find the file causing the problem I search it thoroughly...
I can't tell you the number of times I have missed or added a space or tab in a file that had a similar effect. I make one change now, then save and restart. Slow and methodical saves me time later.
