The Wiki has stuff on it that no longer exists such as it talks about bankrolling other countries.
1.9 changed lots of rules and even 1.97 changed much from 1.9. Here is an example, the Wiki says,"An obligation is valid for ten years, after which it expires. While a country owes an obligation, it cannot oppose the country owed the obligation in diplomatic plays." I'm sorry to say that's wrong! A nation that owes you an obligation is now allowed to oppose you in diplomatic plays; this is a big change that no one mentioned. I mean I don't think its on the change log. Another huge change that is not mentioned: retroactive defensive pacts. After you begin a diplomatic play, computer can create a NEW defensive alliance with the country you are opposing and use the defensive pact to oppose player in diplomatic play. This has huge impact on game since prior to attacking someone you should have some idea of who can oppose you.
