I am playing Spain in the GC. I expected the provinces in and around Flanders/Holland to rebel. And they finally did after Jean Calvin. I have fought rebellions there for over 20 years. When do they end??? I finally switched to counter-reform but I cannot change the religion of the rebellious provinces.
I have one leader on the scene, Farnese. He has crushed at least one dozen rebellions in Flanders alone and he and my other armies have crushed more than a dozen in the other provinces. Many times he has had to abort sieges in The Hague or Holland because he has to go back to Flanders and crush a new one. I don't dare have small armies as they get wiped out if they are stationed where a rebellion breaks out. This Dutch nationalism is insane.
I have just decided to abandon those provinces and retreat to Artois and Hainaut. It is costing too much treasure to fight the damn rebels. If I allow the Dutch to become independent, can I then crush them and force conversion?
