hey i modified the 1938 scenario for multiplayer. after watching france/uk roll over germany in september 1939 twice i decided to try my hand at making some changes. here is the changelog file:

1938 for Multiplayer Scenario

The 1938 scenario is promising for multiplayer, but is unbalanced in favor of the Western Allies at start. The Soviet Union is in a considerably weaker position than at the start of a 1936 scenario, which is good for the long-term balance of the scenario, but in the games I've played, Germany has not even survived the start of the war, because Uk and France can build up a large enough army to easily swamp the Siegfriend Line defenses. This scenario attempts to address that issue, making 1938 a viable multiplayer scenario.

You should take a look at the MeM ( Multiplayer Enchantment Mod ). They did a pretty good job at balancing the 38 scenario and that the UK has a high standing army slider is plausible.

The british army fielded only around somewhat 250.000 man at the start of the war and was more of a professional army with soldiers and officers that served up to 12 years.
