Playing as Stannis took the Iron Throne and am now over vassal limit. There are lots of lordships where I am their direct liege. However When I try and create a high lordship to bring my vassal limit down but I meet all the special conditions. Own 100%,
own all 4 of the provinces but the there are red x's next to them, eventhough undernearth it lists the 4 lordships in green.

Anyone help?

You need to directly own one of the counties in the duchy to create the title. Unlike vanilla ck2, just controlling them all as vassals isn't enough.
