New Player Question/Statement

So let me get this right:

Admin, Diplo, and Mil Points - that I'm spending like a madman to develop London, Kent, York, Calais, Caen, et al ALSO are used to tech up?

Hence the, "Why aren't I getting any closer to advancing to Admin Level 5?" question?

Is it that "simple" (a concept not the practice)...and if it is, then I understand why I'm not developing as a nation. The age-old "what are your priorities?" question.


Did I miss something?

The admin, diplo and mil points are used for teching up and for several other things. Developing is one lower priority uses of monarch points, except in a few specific circumstances(e.g. if there is a new institution which won't reach you reasonably soon, you can develop one single province about 30 times till the institution is 100% present there). New technologies, ideas, coring provinces and integrating subjects are more important uses for them.

This forum was meant to post strategy guides and FAQs, but it is almost dead and few people look here. You can post questions like this in the main forum. There is a "quick questions" thread in there which you can use for simple questions like yours.
