new prisoners aren't getting escorted to cells

I've been trying to fix this issue for a while. It's my third prison and my new min-sec prisoners just arrived after 5+ hours of planning and construction (sold previous prison for 400k). The guards only brought 5 of them to their cells and the other 15 are cuffed outside with 'To Do: Escort to *X' on them.
I have tried:
-reinstalling,
-hiring more guards,
-firing then rehiring guards,
-removing cells then adding them again,
-adding holding cell,
-sending prisoners to solitary (does nothing)
-sending to infirmary with doctor (does nothing)

I've always had a problem with the ai of this game. I believe this is a bug. No solution found online works for me.
I am NOT willing to remake my prison again.

I've managed to fix this bug by going through the save and deleting all prisoners directly, and with the new prisoners coming, the problem has fixed. This is still a valid and annoying bug, please fix

There is several potential reasons for this:
Inmates needing Solitary
Not enough cells
Not enough guards
Cells not having access (possibly with deployment or routing)
I'd suggest posting here if it happens again
