Hi, guys. Yeah, I'm the new guy, Bob. :) Anyhow, I have a
question about designing a new scenario. I've used the excellent Scenario Building FAQ to work my way through the basics, but now I'm come to a difficulty.
The scenario simulates a United Germany, or least 2/3 of it. In response, the smaller Italian states band together in a defensive league, ala Barbarossa. So, I've created the two new countries, Germany and Italy and the game runs great with province control, armies, etc. I've removed all traces of old alliances, renamed merchants, etc. Now my final task (I think), is to make everyone hate them, Germany especially. I've given the appropriate powers long-lasting casus belli, but I need to change the diplomatic relations.
I looked at the diplomatic matrix file in the /db folder and it was tough to grasp. I thought I had it figured out...like -3 means -60 and -10 means 'no knowledge of their existence'. But it doesn't always line up right. Of course, I changed Germany's tag to lots of -9's, but then I ended with -180 on one side, and +20 on the other!
Could someone give me a hand?
 
You need to edit relations of both countries
For example, if you want to change relations between HAB and POL, you need to find HAB and change it's relation with POL to -100, then find POL and change it's relations with HAB to -100 as well.

Thanks...it does help, as I discovered that the hard way. :) Anyhow, it's tough deciphering the matrix.csv file as all the numbers are jammed so close together. I literally have to count out 43 numbers so I know when I get to the MLO number, and so forth. I was wondering if I was missing seem real easy way.
 
Not as useful for the diplo matrix perhaps, but there is a trick that works for colonists.csv.

Spend some time editing the file as follows:

< ;ADE;ALD;ARA;AST;HAB; [etc.]>
<ADE; 0; 0; -2; 0; 0; [etc.]>

I think the offset is right - that is that the first value is the relationship a country has with itself. Three spaces for values handles -nn makes the largest negative value, -10 fit.

Anyway, the game should have no problem reading in the values from the file. It's well worth testing just with the first two lines to make sure!

EDIT: it looks fine in notepad or wordpad, unlike in this post. Everything lines up nice. The first 0 is under the E of the ADE in the top line.

I don't think that what you're looking for is in the dimplomatic matrix. Diplomatic Matrix is the system by which diplomatic relations can be improved or worsened. So if ENG and FRA have -5 than it going to be hard to improve relations between them and easier to worsen them.

What you're looking for can be done in the Included File(.inc) by use of the following line:

diplomacy = {
relation = { tag = TUR value = -200.000000 refusetrade = no }
