No description at event's effect

I'd found this 3 times:
Japan - The letter from the Dutch
Brasil - Meritocracy vs Aristocracy
Brasil - Bureaueracy vs Nepotism
In all of this events were only a small empty dialog box instead of description.
I was playing campaign 1835 on ver. 1.03
