no new prisoners will turn up in my prison

Despite having ben scheduled many times, prisoners are not showing up at my prison. This is odd because they stopped quite suddenly, and i hadn't changed anything about my game inbetween it working and not working. i have tried everything i can think of to help, but it has not worked. any ideas?

(i have attached the prison file)
(also i just tried to download my own file to check it works and it wouldn't because it detected a virus? i am concerned)
(nvm i virus scanned and it's fine for some reason my downloads are being weird)

Hey there. Taking a look I see this is a campaign file, not a sandbox. Also, you had three mods installed. One of these could be the culprit.

A new prisoner was just delivered.

You do have less cells than normal as the campaign burned them down, so you need to fix them.

that's so weird, because that shouldn't be a campaign file at all. i'll check to see if it was the right one. it's also weird because i didn't have any mods installed the last time i played in the file i meant to send

I checked and i do think it is the wrong file, but i have attached the file i meant to attach now!

Okay, so you were out of money. I took a grant, canceled the builds and then filled in the tunnels. As well as bringing you back to only one delivery room. On top of that I attached your staff room to the kitchen so the cooks would clean trays. I also freed up more guards. The place is running more smoothly, but prisoners weren't arriving.

I figured it out. Food was set to high quality and quantity, but there was no money to buy food. I sold some prison shares and now food has been purchased and prisoners have arrived! They were stuck behind food you couldn't pay for.

High quality and quantity food is rather pricey unless you grow your own food or hace the warden that makes it cheaper. Surprisingly expensive.
