Why there is no pop's in foragas? That must be an bug, even in sahara there is pop's in all provinces.

It's a bøgg, evöl bøgg.
Hopefully, it will be fixed in a future patch; in the meantime it isn't too hard to fill up the province in a suitabel manner yourself.
