Description​

I was on my way to peacefully extort my ai neighbor countries for money, and as soon as I get my army to the front, despite having 100% market supply in both my states, no resource shortage for army supplies enough convoys, not being in a foreign market, not warring with neighbors who have a coastline or having any treaties with them, this shows up:
