1. What platform are you using?

3. What DLC do you have installed?
All available DLC installed and Active

4. When did this start happening?
At point in time of conquering a fallen empire

5. Can you replicate it, if so, please explain how
This is 24+ hours of game play in to conquer a fallen empire. I am unlikely to get this far again in the next 30 days. I am unlikely to use a large ring galaxy with 10 empires and 3 fallen empires again.

6. Does this happen on all saves or just specific ones?
This is one iron man play through. I have another fallen empire that is much stronger than me even with Galactic Contender. I am unlikely to survive the War in Heaven without the needed fallen empire technology. I have their home system which includes a citadel with a Titan Shipyard, but I did not acquire the technologies to build Titans. With the contingency also active, I have no path to build the Colossus I need to deal with the Contingency. My allies are being picked off by their own individual machine uprisings.

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?
This is a code flaw more than a bug. As an end user I have not work around for this issue.

Dark Matter shields power and propulsion techs should have been in the debris unless you already learned those techs. If you did already learn those techs, then there was no research to be gained (probably, kind of depends on what you have and haven't researched so far). If you do not already have those techs researched, and you scanned debris but didn't get any progress towards those techs, then there is a problem.
You would not gain techs or resources simply from defeating an opponent. You would have to claim any systems/planets an opponent has to make a change in your resources per month, and you would have to send a science ship to scan the debris to gain any technology.

If I'm saying things you already know I apologize, just trying to cover everything that comes to mind here.

Thanks, yes already had tech. Had all their planets & systems. Scanned all debris. Underwhelming for the number of hours of real time invested. Particularly for the awoken empire's tech level to still be overwhelming compared to mine even minutes before I took their last planet.
 
The ancient empires take awhile to catch up to in technology as they not only have every tech to start, but also have repeatable techs like kinetic weapon power/speed food production energy production army strength etc researched to levels I don't actually know off hand but are probably between level X and XX. It is not uncommon to be seeing an overwhelming research advantage for the ancients even after acquiring the techs from their debris.

It would be nice to get those XX advantages from conquering the ancient empires.
