No Way To Access Pronoia If Forming Byzantium

Description​

Pronoia are locked to the Byzantine unique tier 1 government reform, but you cannot get this reform when starting as any tag other than BYZ.

Steps to reproduce​

Formed Byzantium as Georgia, but was unable to designate any vassals as Pronoia (no Pronoia options in diplomacy UI).

Looked at Government Reforms, still had basic Autocracy for Tier 1. The tier 2 Reform the Pronoia System was available and I took it, but still could not make any Pronoia.

So when forming Byz, you won't be able to make any Pronoia subjects. This locks the mechanic behind starting as BYZ - and also freezes out the mission tree (Centralized branch after Theme System) since you need 2 loyal Pronoia subjects.

Is this WAD? Locking the content as a unique reward for overcoming the Byz starting challenge? Maybe the formation decision should give an event that lets you switch to the gov reform (or lets the player defer until they've completed the clergy mission to get the good version of the tier 1 gov reform).
