Something I've been wanting to see in a sci-fi game ever since I saw Independence Day is a nomadic species that do not have a homeworld but move from planet to planet, strip-mining it from resources and then move on. I know SOTS had a species (Zuul, was it?) that behaved somewhat like this, but still were dependent on planets for population and production.

This species would rather have one or more massive motherships that build ships and train troops and do research. Their entire civilization living aboard except for whatever people are stripmining occupied planets. Essentialy a mobile planet entity.

It would be a very interesting species to play. Not sure if something that could be implemented in this game, but it could possibly be a customization-option (or several) for a species.
 
I never tried the Rebellion expansion. Perhaps I should do that :D
