I really enjoy the nomad game play but noticed a problem when playing Byzantium. When I had retaken former castles in Crimea from nomads, that destroyed the castles and handed them out to a new strategos - he immediately turned into nomad vassal with no gold contribution and changed culture and religion immediately. Then I spent influence to turn him admin and changed his religion again 3 times but he always reverted back to being nomad. I even gifted him 1000 gold to build a castle but he did nothing and always reverted back government and religion. This should not be the case, especially since he was a son of mine.
Crimea was lost by an AI emperor to a Norse adventurer who turned into nomad and changed culture to Norse and religion to Tengri.
I cannot imagine, this is intended gameplay.
CK 2 turned the destroyed land into tribal holdings automatically.

Pretty sure you need to feudalize the holding, which is even more expensive for nomadic holdings than tribal ones. You can check via the government map-mode or just looking at the specific county (that's his capitol).
 
You'll want to feudalize/build those holdings yourself before giving them away. If you give the land to someone with nothing to lord over, they'll turn nomad. Back in CK2 they used to just hold onto a provisional tribal holding until you built a castle/city. And if you didn't you just lost the county on succession.

I know but I do not want to have to need to spend so much money on It. The Vassal should do it, as soon as he has money and never turn government. Especially if it is a former feudal or Admin land.

Takes like 2500 gold. He'll never get that much from a nomadic holding.

It costs 500 a county and if he is too poor, then he should stay poor and never turn nomad if he was handed land as a feudal or admin vassal. As far as I remember CK2 turned those holdings tribal automatically and the payment was only done to feudalize. I would much rather have a tribal vassal than a useless nomadic one.

It doesn't really matter if there used to be peasants to tax there, there's nobody there now. Conquering nomad land is supposed to be expensive and keep in mind that in the OP you yourself said you sent 1,000 gold to your vassal expecting them to spend the way you wanted to. Just spend the money yourself before hand to make sure the land is actually feudalized. Otherwise the vassal will take the path of least resistance and rule the land you gave them as it ought to be ruled.

Of course, I know how to feudalize myself but It was too late that time. I expected, it would work like CK2. The problem is the behaviour and laws of nomad vassals - I would much rather have a vassal with no income, than a unrealistic nomad I handed land to.
