Normalize Relations

Can we get an IGC option where relations are all set to 0 for everyone? Just a fantasy option where there are no pre-ordained allainces (via high relations) and everyone will have to work quick to get better relations and form alliances. I don't know if that would interest anyone else or not.

The main way i play now is off hand with small "alternative history changes"

hmmm the more i think about it, the better it sounds. I really like this idea
