Loyality changing doesn't work right!

In the province window you can see your four classes. If you hold the mouse above one of them a tool tip shows the loyality of the class and how it will change next month. But this isn't working correct!
In my case my nobles have a loyality of 79% and the tooltip says it will change +0.10 next month(Divine rights +0.10).
But at the beginning of next month their loyality is still at 79%!

Does it do that constantly over the years? Since if you have 79% loyalty and it increases by 0.1 you get 79.1% which is still shown as 79%. In my games this seems to work just right, although the effects of taxes are shown pretty ackwardly in the tooltip irregardless of advances or buildings in the province.

It changes 0.10% every month. That means, in ten months, it will go up a point.
