Not able to select road tool

I just got the game and am playing for the first time. Its prompting me to select the road tool with left and right on the d-pad, but im not able to, when i do that the selector doesn’t move, all of the icons on that bar are blacked out except for the information one. I really want to play this game but i cannot figure out how to even start, please help me

I re loaded the save and that seemed to fix it, keeping this up for other people who might experience this.
