So I've noticed that virtually all AI leaders will build castles and temples at almost every opportunity, especially Muslims, probably since Muslim characters can hold castles and temples at the same time. I started my most recent game from the New Millennium, and it's now 1090, and as far as I can tell (outside my own realm), only about 20 new cities have been built, mostly by republics, the Byzantines, and the English.

This had led to absurd situations like Cordoba, historically one of the most heavily urbanized places in the world, have ONE city and FOUR mosques. The same is true all over the wealthy Muslim world. Would-be prosperous provinces stuffed to the gills with useless temples. I don't even want to conquer that crap.

Part of this is personal preference. I hate temples. I have no idea why you would build one when you can build a city or a barony, especially as a Catholic where you have to constantly curry favor with bishops so they don't give their taxes to the Pope (that's why I went Orthodox as Aragon in the great schism).

Is there some kind of quick edit I can make to the mod to change the priorities?
 
It might now depend on the prosperity of the realm and how the AIs are spending their wealth. Because in my playthrough I have a huge empire, and during the enforce internal peace the vassals switched from spending money to fuck each other to building up their realm. I notice alot more development and holdings over time.

Kinda makes sense, if the current ruler of the province is just always out of money and in a war they wouldn't focus much on development.
