I ugh haven't personally tried to make a titan fleet out of a single titan design but I guess you can. Anyone got any mod recommendations for sane fleet setups for the AI?

Also this is year 2382 settings: GA no scaling, 2275/2375 mid/late. Running my latest setup of an AI mod I am making the biggest change from the 3.14 AI setup is it doesn't try to scale everything into the moon and actually uses empire size to increase unity and science targets.

Tbh in my opinnion the best use for titans is to preserve your admirals. Make them as tanky as they go. The math on admirall ding during battle works like this.
If your bigest ship is destroyed there is 10% of chance your commander dies. Its good if u whant to go no retreat policy. U just drop one titan in every fleet and they dont die.
 
We desperately need an updated version of Starnet.

Starnet used to address this exact problem: it gave clearer instructions for the how the AI should build its fleets and what loadouts to use. It wasn't a perfect solution since telling the AI to only build carrier monofleets is boring, but I prefer that to... 10x titan fleets.

To answer your question, OP, it's possible somebody has forked this part of Starnet, but I didn't see anything in the 2 minutes I browed the Steam Workshop. I'd try asking/searching the Stellaris Modding Den. It's possible somebody has done this for 4.0 already.
