NPCs don't marry

Description​

I noticed a large number of rulers, especially vassals (mine and those of other rulers) won't marry. A huge chunk of the people in game simply stayed single.

Steps to reproduce​

Look through some of the counts and dukes in Europe.

I'm seeing this as well. Many of my vassals won't have kids and I keep inheriting the titles I give them.

I started my savefile after the patch. Playing as king currently.
