OPINIONS don't match from character sheet to barony tooltip?

I keep seeing different numbers from the opinions listed on characters character sheets vs the hover over the barony to show amount of troups I can muster. Like Baron Bengt of Othen has a character sheet opinion of me of 43 but when I get to the barony screen and hover over the number of troups I can muster part it says I can have 54.4% based on Baron Bengt's Opinion of me??? Why the difference?

It doesnt translate exactly from opinion to levy%. So that's not a bug, just a not so obvious game mechanic.
