Encountered this problem when trying to join a multiplayer game whose host was on the same wifi network as me. We are using Steam Multiplayer. When connecting, downloading the save file from the host would take upwards of 30 minutes(normal times for MP are ~1min) but would often not finish downloading at all before timing out. If we were able to start the game, the client would lag behind and eventually disconnect.

My router has dual-band capability, so I swapped to the 2.4GHz network and the problem resolved(host and I had been both on the 5.0GHz at time of error). This issue began around the time that Nakama multiplayer was introduced. We also tried both being on Nakama which works, but is somewhat slower.

Have you guys seen this issue of a same-network slowdown for multiplayer before, and is there a fix?

When using Steam MP, all traffic goes via the Steam servers - being on the same network doesn't change anything.

But from what you say this seems like an issue on that 5GHz wifi network rather than a game or Steam problem. Have you rebooted or reset that router?

Still seeing the issue when the router is reset. Not seeing the issue in HOI4, surprisingly.
 
You tried HOI4 in both Steam and Nakama modes I guess?

But either way, I have no real explanation for what you are seeing there.
