Papal controller not set until reload

The papal controller code seems bugged: I got a notice I was the new papal controller, but never actually got the cross icon or the excommunicate actions until I reloaded my last save.

When the next pope was elected, again giving me PC status, I actually lost the icon and excommunicate actions. A reload from save fixed this again.

This reloading is not necessary in 1.04a, so this behaviour is new to the betas. I am currently playing with the 28 April beta + 5 May patch, no mods other than a few typo corrections in the event files.

It seems to be an intermittent issue too, since at times it works perfectly. It is an issue that's on the "to do" list but isn't something that Johan has had time to address yet.
