I can't get the Paradox Launcher to work, yesterday i went to clean up stuff, & some reason there was 2 Paradox Launchers in my program list, so i uninstalled both & went to reinstall it, but it won't work, it says the installer is not responding & i can't install it & i did everything but uninstall steam which i don't want to do but nothing works

this is what it says
 
Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Steam app entirely
- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

Note that you can run eu4.exe directly from File Explorer, which bypasses the launcher.

but i can't play my mods..... & my saves will break without them

The 1603/1605 errors we see there are typically a previous other installation stuck, or a problem in the Windows update/install processes.

If you see msiexec running in Task manager-processes, kill it and try this launcher install again please.

Otherwise run the Update app in Windows, does it load okay, find anything to apply - whether a patch, update, or whole new Windows 10 version? If so do that and reboot, then try this launcher install again please.

If still no good, do you see Paradox Launcher v2 in the Windows Control Panel to uninstall? If so does it uninstall cleanly, or get an error doing that? You can use this MS tool to clear the stuck install/uninstall:

msiexec only shows up when i try installing it & i don't use Windows 10

The launcher doesn't show up at all in control panel, it showed up twice the otherday, thats when i decided to uninstall both & reinstall it & thats when this problem happened & the program linked didn't work as if doesn't find paradox launcher on either options

The same situation obtains regardless of your Windows version. As you can see in that new log file you still have a stuck previous install or uninstall, which prevents msiexec from installing our launcher.

It's unusual for the MS tool to not fix that, but you could use the two free utilities Ccleaner and Revo Uninstaller to make sure the old installer is utterly gone before doing the process in post #2 above again.

If still no good, make a new Windows user on this machine and log into Windows that, an dtry the launcher there.

so i tried Ccleaner, didnt seem to do anything
then i did Revo, didn't work as the program didn't show up to uninstall
then i tried the new windows user & that worked, its also now working on the main user with mods now, no idea how a new account can cause that
 
I'm pretty sure Revo or Ccleaner fixed the problem for you.
