Players who have Way of the Nomad + Zealous cannot demand conversion from others

Description​

If the player has the traits "Way of the Nomad" and "Zealous," the player cannot use the Demand Conversion interaction on their courtiers, nor the Attempt to Convert interaction on rulers if they are playing a landless adventurer. There is no tooltip explaining why; it just says "All of these:" in red text with no further explanation.

The file 00_religious_triggers.txt has the following text under the valid demand conversion conditions:

It seems totally nonsensical to me that a nomad can normally demand conversion, but NOT if they are zealous. If anything, a zealous character should be more likely to demand that others convert. Is it supposed to be scope:recipient instead of scope:actor? That would make more sense; I would understand if it was impossible to demand conversion FROM a zealous, unruly nomad. Either way, there should be a tooltip added.

I disabled my mods, verified my files, and started a new game as a zealous khagan of the Kirghiz with a faith that isn't typical of the steppe. If you want to test it real quick you can open my save file and attempt to demand conversion from my court physician Poshayka.

Steps to reproduce​

1. Be a character who has the traits "Way of the Nomad" and "Zealous."
2. Attempt to use the "Demand Conversion" interaction on any courtier who doesn't belong to your faith, and see that it is greyed-out with no explanation.
