i just loaded the IGC and decided to play some off beat nations.......i loaded up the axtec nation but it never gets above saying you can now place merchants. i believe io have seen in some FAQ's that far east countries can't be upgraded (japan, china ect) but is this in effect fo ALL countries in the boondocks. any help would be appreciated. thanks

Nations like the Aztec, Inca, etc. never advance in technology and cannot build infrastructure (making them rather boring to play). I think China and Japan can advance in tech, but can't build infrastructure. EU isn't made to play such off-beat nations (although it is possible to have interesting games with north African and Middle Eastern minors).
