Meritocracy scheme will always fabricate a claim on the targets primary title, which is often not the title I want, can we please get a selection which title we want to fabricate on, like with pope claim, where you can choose?

Associated story as to why this is useful:

In my current game I started as count of Vienna, got both Austria and Salzburg duchies and because killing children is hard, I was on a timer to get a kingdom title. Unfortunatly some madlad AI dude didn't check the year and did some Napolean tier stuff and now owned all of West Francia, East Francia, Lotharingia, Frisia and Bavaria. In 890. What a legend. Anyways, the plan was to nab the Bavaria Kingdom title, but Meritocracy only allows fabrication on West Francia in this scenario, which is absolutely not what I'm after.

I ended up supporting some faction for "random dude" for Bavaria that luckily had a ton of support, in fact Madlad Napoleon just gave up and let Bavaria go lol. So that allowed me to fabricate for the kingdom against that dude, which was nice and worked out alright.

Paying the pope obscene amounts of money would also have worked, as that let's you choose which title you want to nab.
