Though I haven't gotten very far at all in this game I have to say I love it.

Anyway, I'm playing the GC as Austria, and was wwondering if I am doing something wrong related to population growth. It's only 1493 and it seems as though all the neighboring minor provinces have populations of around 30000, while my highest isn't even 9000. Is this set by the game purposely to prevent overpowering my neighbors? How can I maximize my population growth?

Also, I noticed in the diplomacy screen it states Austria has permanent Casus Belli against Bohemia. When I obtain Casus Belli against another country will it also be listed there, or do I need to make my own decision about whether or not Casus Belli exists?

And one final question. If I install the IGC and play a country that is normally computer controlled in the regular GC (namely Prussia), will I still get the option to accept missions for victory points?

Thanks for the help, and to the developers, I think this is a highly underrated game here in the US.

You can influence population-growth to a certain degree later by promoting majors, but in the beginning you should not worry too much about that.

You cannot "obtain" a permanent CB, at least if you do not lose some of your national territory to some other nation.
You get temporary CB for boycots and broken treaties and the like.

Yes

Austria starts with a fairly low population, you just have to make the best of what you've got. To increase population growth, try to keep your stability up -- high stability translates to more rapid growth. Manufactories and governors also increase growth (by 1% each, I believe). Other than that, there's not much you can do.

If you obtain a permanent casus belli against some other country (which you can, by the way, only do by losing one of your core provinces in a war), it will be shown in the diplomacy window; unfortunately, you cannot decide to have one yourself. You can also get temporary casus bellis against other countries when they dishonor alliances or declare trade embargoes on you; you can also gain one via a "diplomat publically humiliated in court" random event. These along with their dates of expiry will also be shown in the diplomacy window.

Can't comment on the IGC, as I haven't tried it yet, but in the regular GC, you do get missions even if you play a minor like Prussia or Hansa.

Populations are just a bit different. Vienna didn't have the population of Venice at that time, and game aims to get it as historical as possible. Maximise: get stability up, build some refinerys, promote governers. It still grows slowly though... so don't expect Vienna to have more peope then Paris or London.

Permanent Casus Belli- the enemy owns provinces that are concidered your national ones. You can't change that and if you conquer all national provinces, you don't have Casus Belli anymore. Change map to diplomatical and you see some provinces with your shields- these are the ones concidered "yours". Also you get Casus Belli if someone declares trade embargo on you, dishonours alliance with you and there is a random event too.

And yes, you can.

Even if I posted exactly the same, it is not entirely true.
Spain, for example, has Casus Belli on every non-catholic nation in the world. I don't know if there are any more such "special" CB nations, but at least Spain is one.

Well, yea, i forgot about Spain... but they are an expetion anyway.

Come to think of it, there is another option: counter-reformed catholics gets CBs on every protestant or reformed country.

And don't blame me for repeating you, you just type faster then i do apparently (or started answering earlier). :) It seems that for every asker there are at least a dozen with right answers.
